Depends on your investment thesis.
STO could be characterised as a recovery stock on 2 fronts - a corporate recovery after some poorly strategised and executed investments and secondly playing to a commodity price recovery after a 1 in 30 year black swan event (2015 oil price collapse).
The balance sheet is being repaired and oil price is up.
A dividend may counter productive to the balance sheet repair.
