I made an account online and it was processed in an hour, but my mum has tried to make an account and get a notice saying she needs to wait 10 days for her letter to arrive. So I'd assume they have made it stricter to open an account since I opened my account mid November, and the 10 days are more than likely 10 business days, so you'd be looking at getting the letter mid January if my thoughts are correct.
