Or in the case of Anvil in the DRC, give them sealed roads, Employment, Hospitals ,Doctors, Schools, Sanitation, Bore wells for clean drinking water and Electricity and anythings possible.
Rest assured if Anvil has anything to do with setting up a mine there all these things will be made available to locals if required. Govt will be very glad to have them.
