Capital raisings are considered negative by the market if the funds are used for working capital. It doesn't appear (based on previous announcements) that SP3 needs the funds to pay their bills. There is a good chance they may need the funds to either do an acquisition or a jv. If this is so, the CR may turn out to be viewed as a positive by the market.
