That's misleading at best. The 2015 target was reduced because the RET was based on X GWh of clean energy and energy demand declined since 2008 so therefore the GWh amount was revised to meet approx 20% emissions reduction.
Ideally I'd like to see all subsidies axed. RET and STC. Renewables will *eventually* be cheap in their own right, no need to pump up IFN to achieve that.
