I have been keeping half an eye on this one for a while now as well.
There is a sell off back in the past, so it has had a negative influence over it, but it now appears to be being re-accumulated.
It has given a couple of indications recently it is ready to breakout, however so far it has failed to do so.......(that is a sign of potential absorption or an on going accumulation).
As for an entry, it depends on your risk profile, timeframe, and expected period to hold.
If you don't want to hold and wait for a breakout, you could buy the breakout when it eventually comes, or even better - buy the test of the breakout (but be aware price does not always test the breakout, and then you could end up chasing price.....which is never a good thing).
Then again, if you don't mind waiting, you could buy the dips and accumulate with the accumulators....this allows for lower risk, but you don't know how long it will take to breakout (just a few days, some weeks or even months)....or even if it will breakout.
Another way, depending on your position size, you could do a hybrid of both, and open a half (or quarter etc.) position on a low dip, then buy the other half on or after a breakout.
