In any case, I don't think it is relevant. Why on earth would GNX design the Stage 1 solar power station to float on (partly non-existent) reservoirs when the Stage 2 plan to use these reservoirs for a pumped hydro system was just a proposal that was not yet committed? Floating solar panels may be a great idea in theory, but it would have been much more expensive and less proven than what GNX are doing, and would not fit on the current dams in any case. It would have been an irresponsible management decision. I won't even mention the fact that GNX have access to plenty of water to top up the dams if necessary.
