Actually,... my calculations says this special tax, or they call it levy is not very much, calculation-wise, it's 6.2Bil over 4 years to be shared among the '5 biggies'. It's like 1.5Bil per year for 5 big banks to fork out as 'national service'. It works out to be only 300Mil per bank per year !
A bank just needs to spread it out proportionately among their customers, it's hard;y noticeable after that.
