Some states have been overzealous in shutting down coal fired plant without waiting for batteries to catch up.
Many have invested heavily in open cycle GasTurbines, which are run at low output, with much worse than mortal low efficiency, simply to balance the grid when the wind dies.

They have been deployed in fast growing areas like Indonesia, and are available in months, for typical durations of 1-3 years.
