Some states have been overzealous in shutting down coal fired plant without waiting for batteries to catch up.
Many have invested heavily in open cycle GasTurbines, which are run at low output, with much worse than mortal low efficiency, simply to balance the grid when the wind dies.

Some people (see above link) are looking to deploy one or more units from an existing fleet of ocean going Powerships to provide an interim source of up to 450MW of high efficiency, high turndown combined cycle power, and optionally desalinated water, from gas or LNG. They have been deployed in fast growing areas like Indonesia, and are available in months, for typical durations of 1-3 years.
