It sounds like every other retarded corporate restructure I have had the misfortune to suffer through.
Presumably you were speaking to management, what was the basis for the view that local management does not have support of their teams?
Personally I prefer a decentralised organisation due to my anarchist sympathies but where the structure is imposed from above it's not going to work well.
Every few years the knobs at the top go from centralised back to decentralised and reward themselves fat bonuses for punishing success and diversity of thinking within a business.
The only question to me is how badly Crescent has done the restructure as it would be impossible to do well. I am kinda not surprised as they are not engineers and so don't really speak our language if you will.
This is pretty similar to my experience with SKM where I used to work (anecdotally as I was gone before the Jacobs takeover).

CDD has exactly the same number of employees and revenues but is in a much stronger economic position in terms of the sectors it operates in.
For me though it's how much guts I have to hold for this outcome given that $70,000 odd has turned into $140,000 already.
