Keep the Church on side, pretend you're here for the Environment, create a not-so-secret Secret Police immune from prosecution to do your dirty work and instill fear, tell everyone that Idi Amin is your hero....I can see Nationalisation of the mines (Duterte's government will of course do a more responsible job) and sharing of the wealth among the "citizens", first and foremost of whom is Duterte.
