Why do you say it was oversubscribed? My understanding is that it was not oversubscribed at all and the evidence lies in the fact that there have been delays in the re-listing timetable.

Think about the maths, $4m to get 3 satellites into space and they propose to launch 200.
Personally, I would have a bit more faith in the story if any of the proposed directors could demonstrate they had been involved in a commercially successful transaction of any nature yet alone telecoms.
