In the old days a "mineralisation report" would support a WA mining lease application, I believe in the current set up the JORC is an alternative requirement. At issue with the other approvals, these need to be final designs, not intermediate steps, anywhere and everywhere regulators are only interested in the final outcome, i.e. that which is to be built.
The answer to your questions lies in the surrounding tenement maps, whether these are SFR, THX, RNI, TLM or VRX and the kind of tenement, E, M or Miscelaneous. Legal consents are required to sterilize these with infrastructure, plus drilling to provide a reasonable basis for sterilization.
