If you go shopping and find something priced at .5 it is accepted practice by the seller to round it up to I and vice-versa if it was .4. All the cxxt trades at 0.005 should be quoted up for two reasons. First they give the impression to potential retail traders in particular that the trend is down and they can be easily influenced in their actions. The other point is that it is unfair in as much as only a select number of brokers can trade in 1/2 cents which in my opinion is totally unfair to every other trader. The market is not an even playing field.
