Totally agree with you that they will have access to many deep pockets. But the non-director component of the ann was about "placement authority" and a "proposal" to issue more shares, rather than locked in plans to issue to a confirmed party. I think they were winging it and wanted to lock in the opportunity for a 2c issue price for themselves and had not yet found the right investor/s (mates) yet. Access to sophisticated investors is one thing, but finding the right sophs with the right qualities (eg patience and trust) for a high value shell play is another thing. Just my opinion on one possibility, doesn't mean my hunch is right.
