    Let's not be naive. My opinion is that the previous Government knew what's going on and some high ranking people were involved in misconduct which needs a Royal Commission Investigation. You'll be surprised to know that Australian Skills Quality Authority (ASQA) actually don't do random audits. They call the day before and inform the RTO which students they going to do the Audit on. RTO's can say the student files are stored in a different site so they need 24hrs to get hold of them. Then the dodgy RTO's run a night shift with casual staff to forge student assignments, documents over night in preparation for the Audit the following day. (some of these students don't even know how to spell the name of the course they are enrolled in). There's a test that determine if the student has adequate level of language skills before enrolling to a course and most of these RTO's get one of their trainers to complete it. I heard instances where ASQA approved audits when the site didn't even meet the minimum safety specs. They are all making a tons of money at the expense of the Tax Payer. I think corruption in Australia is much more sophisticated compared to third world countries.


    ASQA can easily verify what I mentioned above is true by doing,

    - Random Audit using random samples of student files used for the Audit
    - If the RTO say they need to bring them in from a different site then say they want 3000 files ready in 24hrs where 10 random files on the day will be used for the audit.
    - Compare the number of trainers to number of students enrolled
    - Independently assess students or hold a common independent assessment for all RTO students
    - Independently verify qualifications of the trainers
