Well, yes you can. But that's not shorting.
Shorting is when you go to the carboot sale with a bunch of borrowed "somethings", and keep selling for cheaper than everybody else selling "somethings". Get the going price as low as you can and buy as many "somethings" as you need to return the borrowed ones.
I don't like it either, but can't see it being made illegal.
