You are possibly accurate in your description of that piece of news... however it does give observers an updated opinion on how the negotiations are going... which can be timely in establishing an entry point.

I also remember PDN continually announcing to the market (on an almost monthly basis) the gradual rise in U308 prices... if not for anything else... just to remind potential investors that the price is going up, and we have $hitloads of the stuff.
