The announcement quite clearly states what the costs are (and what it excludes) -in plain English - in page 1 paragraph 2 - regardless of what it says in the graph.
Even to the point where it says for the "avoidance of doubt"
No need to muddy the water any further than it already is.
(just a question of if you believe them - or not).
