Devonp if palmer wants to change the deal he must be confident that there is 1 billion ton of magnitite on Balmoral south block. Other wise he will have to gaurentee it out of the 2.5 billion JORC resource from central block. He has only done a deal with Citic for 1 billion ton from that deposit so i think he might have a little bit to spare. From what i make of the resources estimates of initial asx announcement in Dec 2005 and susequent announcements ther is as much as 9 billion ton of magntite in the three blocks
