Hmmm, interesting, I think it means offshore buying or a Bob the Builder position maker by a corporate, only possible would be Tatts tie-up, Ladbrokes (cornerstone stake) or AWI opportunistically based on the recently built quasi-monopoly it has just built. But I doubt it, would be too hard to secure at a decent price. Would explain recent sharemarket TAH action thought. Everyone will take up their rights no doubt.
