I suspect that management may be waiting for a nod from the Kazakhstan government (officially or unofficially) that the sales agreement is approved before the November special meeting date is announced. My reasoning is that without the Kazakhstan government approval of the sales agreement the consultancy payment is superfluous. Hence the next announcement may be the Kazakhstan government approval followed quickly by the meeting date. This would also make sense with regards to the timelines as per last sales agreement submission (119 days from submission to approval). That would give us Kazakhstan government approval next week..
