We were all wondering why the NDO/PNOC/Dragon deal was a complicated arrangement of transactions. As Strat mentioned previously that it was an expeditious move to get Dragon (they obviously required 40% before signing). PNOC were not able to oblige on the spot, so NDO martyred themselves.

In my opinion, PB probably had insider information that the DOE would grant them the 10% from PNOC later on down the track. Biggest worry is that it will probably come after the Baragatan drill- success may mean "We have come to our decision based solely on the interests of out great nation".
