"Actual cab charge vouchers are a product in decline."

Got any statistics to back this up or are you simply making an assumption?

"Perhaps, if a situation presented whereby a taxi didn't have the system to process a cab charge voucher the customer may use a different cab, or perhaps they just pay by card or cash in that instance."

So drivers miss out on the fare? Not the smartest thing I've heard. Drivers wait in line only to reject the fare because someone wants to use a Cabcharge voucher? Logically that doesn't right. Have a watch of this: http://www.youtube.com/watch?v=FQ_bywNRfNs.

"eft payments are not exclusive to cab and are offered by competitors and mobile apps so I dont know if your retail analogy is relevant in this situation. "

CAB still dominates that market and is found in 97% of taxis in Australia. Plus any competitors in this market will be driven out if the 10% surcharge is reduced like Victoria.
