I'm sorry but the status of the port is not perfectly clear.

Environmental approval for a port means very little if a port doesn't exist.

i.e. the port has to be created and then given to the port authority to administer - to grant a lease to IOH and other port users.

There isn't any port created so .....? You tell me how perfectly clear that is please?
