PG can creep up the register and avoid the takeover provisions and exceed the 19.9% threshold through underwriting the rights issue. If sentiment for the stock is at an all time low and current holders don't want to take up there rights then PG can mop up.

Not trying to scare monger but rather suggest that until a prospectus for the rights issue is released or until we hear that the underwriting is binding the a lot of risk exists and as such the share price will continue to languish.

It has been some time since the proposed rights issue was announced and yet nothing has been heard since nor any documentation sent out to shareholders.
