Seriously, you can't stop a bloke from playing in a final for that. That would be ridiculous. I played suburban footy many moons ago in the forward line, and a lot of the time you were lucky to walk of the field with both testicles. Noone got charged for the reach down and grope just as you were about to charge after the football. I tell ya, it knocked the wind out of your sails after the third or fourth time.
