The insurers don't fret about bushfires as it's not a big issue in terms of claims.
Had a discussion with one of the foremost bushfire experts in the country and his opinion is that if a medium intensity bushfire was to hit a town, then 100 - 300 out of every 100,000 houses would be burned down. For an extreme intensity bushfire (eg Ash Wednesday), then you'd expect ~1,000 out of every 100,000 houses to be burned down. The penetration of bushfires into towns is very low, ie. it only affects the few houses at the very fringe of the town.
