Supply and demand. Have a look at any proofs silver or gold from years gone by, they are in demand when new, but after a few years they tend to be worth their weight in silver. Unless you try to sell them on ebay which may result in slightly higher prices, the bullion or rare coin dealer will only give you silver content at market prices.
