I'd be leaning towards 30 - 40m to develop Tuvatu, but there are some big unknowns in the capital costs.
The existing 1km exploration drive could potentially double as the main access, which would make a big dent in capital costs. Second hand plant would also help lots.
However, there's no denying that start-up costs have blown out on many new projects.
