Why will thinking make the offer real?
The money will arrive if the shoot-out instrument is watertight and the other party has finance. Questions worth considering are :
Does the instrument prescribe what happens if an offer is made and then not paid for?
Does the payment payment have to be in cash? etc etc
If the shoot-out instrument is poorly worded a long period of legal proceedings may occur which may be what the other party is planning. The market doesn't know what to think atm.
Not long to wait for evidence of the first payment though.
