I think that is the interesting thing to look at. I have previously speculated that they had a buyer in mind and that was why the the issue was not priced to sell and why little real effort was done to promote it (conversely, maybe there isn't anything to promote?).
Let's see if there is a flow of good news soon after the shortfall is allocated.
