the most logical explaination is that the appropriation wad almost guaranteed. obviously wally and co. thought it wad going to happen as they spent $$ removing all the old buildings. we and the other post appropriation buyers misjudged it, simple as that.

i am under the impression the industrial permit ( u mis called it engineering kpkg) is guatanteed.

obviously market sentiment and the readonable decline in gold from 9 months ago is playing a role in the recent sp slugishness.
